Dear Luke, 
Voldie's followers have shown that there are ways to get around spells and 
charms: i.e. Crouch as Moody "bamboozling" the Goblet of Fire to select 
Harry's name. Seems reasonable to me that this same wizard could do a 
variation of bamboozling the TriWizard Cup-turned portkey. A sort of 
"when a hand touches you (specifically Harry Potter's? ) the time will be 
right."
