It strikes me that the answer to this question is, obviously YES, 
since we encounter 2 portkeys in GoF, one of which works on a timer 
and one of which works by touch.

I know Arthur Weasley explains to Harry that a portkey is a 
transportation device that is set to transport at a certain time, but 
maybe what he meant to say was that they are almost always set for a 
certain time, but a really skilled wizard could conceivably set one 
to go off by touch but that is almost never done because it would be 
almost certain that some muggle would eventually touch it.  Maybe it 
is even illegal to set a portkey with a touch trigger.
