How do witches/wizards from Muggle Families RSVP to acceptance

My daughter came up with an excellent question
yesterday.  If someone 
(like Hermoine) gets a letter inviting him/her to
attend Hogwarts, 
but he/she is from a Muggle family, how does he/she
know how to 
communicate with Hogwarts?  

How did Hermoine know how to get to Diagonalley to
purchase her 
supplies?

To be honest, I don't know, but I came up with a
plausible theory. I think that there's a section of
the Ministry that deals with Muggle Born wizards. When
they get their letter it has a note that says that a
ministry official will come speak to you in a few
weeks and aid you the first time through Diagon Alley
and onto the train. 

As for delivery, I'm sticking to owls. After all,
everything is explained in the letter, yes?
