Now that you mention it, that's probably what happened about the 
Dursleys, regardless of how less evil Muggle families send mail 
to their magic children. Hedwig must have more un-beast-like 
knowledge than just how to find anyone, anywhere (as well as having 
an affection for Harry) as she also turned up uninvited in France to 
pick up the broomcare kit Hermione had bought for Harry's birthday 
prezzie (PoA Ch 1).
