In Addition, it is fairly obvious from the end of GoF that the 
Weasleys were heavily involved in fighting Voldemort (part of the old 
crowd as Dumbledore refers.  We can assume that they had a lot going 
on in their lives.  It m,ay also just be for plot convenience to have 
them at those appropriate ages.  Itb was importnat for percy to be in 
school with Ron and Harry for a while, but also important in GoF that 
he was already working for the ministry.  I still also question why 
Percy was in his room so much the summer before CoS (or was it PoA, i 
dont have the books with me at work). Even with the addition of 
Penelope, it seems fishy.  The Weasley family are some of my favorite 
characters, especially the way they interact, antagonizing to each 
other, but obviously loving family. All of them serve a big part in 
the books (bigger i think than we have been shown so far) and i think 
their ages might just be convenience to what their character needs to 
do
