Hmm.  I always assumed the Ministry had nothing to do with the 
protections around the Dursley's house and that Dumbledore (and his 
supporters) were responsible for that.  But then again, Fudge and the 
rest of the Ministry might nevertheless be aware of said protections 
even if they didn't implement them themselves.
