Charlie's wand was a cheap one, undoubtedly, but when he left school 
and went to work in Romania with the dragons, he bought his own (or 
Molly and Arthur bought it for him as a present for finishing school) 
and his old one was passed on the Ron. No, it wouldnt' work as well 
for Ron, seeing as how it wasn't "chosen" at Ollivanders specifically 
for him, but they probably figured it would work well enough for 
practice kinds of things at school. I mean, what kind of danger could 
their Ickle Ronniekins get into anyway? He's at school, completely 
safe and sound. Why would he need a fancy wand?
