Do House-Elves Guard Houses?

The House-Elves usually look after *all* members of the family.

Dobby has already gone to some lengths to make sure Harry Potter is 
known, respected, and beloved of house elves high and low; if there 
was a House Elf in the Dursleys, I don't believe that elf would've 
let Dobby near Harry at the beginning.

Harry has had to have birthday snacks and treats sent to him by his 
wizard friends so he'd survive the Dudley diet treatment.

Surely if there were a house elf, they'd have done everything they 
could to make Harry's stay at the Dursleys unobtrusively comfortable?
