I don't think they need the wands, but they do help. We've had several 
examples of wizards such as Quirrell and Snape performing magic without their 
wands. Probably, the stronger the wizard, the less they need their wands. But 
Voldemort still needs his. Maybe the more difficult the spell, the more one 
needs a wand.

Each wand has at its core an item from a magical being -- unicorn tail, 
phoenix feather, etc., and the wand chooses the witch/wizard, who will never 
get as good results from another's wand. Which makes me wonder if the younger 
Weasleys would be much more powerful, had they not all had to use 
hand-me-down wands.
