Hmm...maybe the Ministry has a special safehouse used by people 
waiting out their TT time. :)
 

I'm responding:

I think that there would be very strict guidelines (set by MOM or 
something higher and of international standing) on the use of the 
timeturner, not necessarily because of the TT itself, but because of 
the future consequences of any actions you may do while back in the 
past.

If there was not, why doesn't someone go back and kill Tom Riddle 
before he turned bad ?
