The system works in strange ways.  My birthday is on November 14, and I was 
always in a class with some people who were around my age and some who were 
nearly a year older than I was.  I graduated from high school at 17 (I 
started kindergarten when I was 4).  Actually, I had a friend who was one 
grade lower than I was but a couple of months older.  It all depended on 
whether the parents of the child wanted him or her to start school "early."  
I doubt that the parents have much say in the timing of Hogwarts admission, 
but Hermione is certainly bright enough to start at a slightly younger age, 
which, IMO, doesn't matter much anyway.
