It's actually on one of the pre-story pages in the british editions - at 
least, before the Warner Bros t shirts came out, that was the first place I'd 
seen it. 

Of course, sometimes, I want to think it means, Never tickle Draco while he's 
sleeping, which could be an admonition for a few characters I can think 
of...depending on the fanfic, of course.
