Also, it's the traditional gesture signalling that magic is to be 
performed without trickery (yeah, that's a Pratchett reference),i.e., 
"nothing up my sleeve".  JKR has  Hermione do it in PS/SS when she 
performs Wingardium Leviosa in Charms class as a bit of comic 
overstatement.
