Otto Bagman, who has a lawnmower with unnatural powers (at the end of 
book 5, he will come charging onto the scene with his lawnmower and 
Wormtail will escape *again*);

Mortlake and his odd ferrets;

Boris the bewildered, with his gloves on the wrong hands.  Just 
because he's a statue doesn't mean he's dead yet - I hope we see more 
of him;

(not really a minor character but he cracks me up all the time) 
Arthur Weasley, who got rather overexcited when it came to using the 
mallets.
