But you assume that Bill is a nickname; it doesn't have to be.
I have a family of friends whose given names (of the ones I know)
are respectively: Jamie, Corrie, Jennie, Annie, Lindsie - two boys,
three girls, and that's how the names appear on their birth
certificates.

So, if Arthur and Molly wanted Bill to be named Bill and not
William, I'm sure they could have arranged it to be that way.

True, if the hypothetical missing Weasley son died while still
younger than 11, he would not have attended Hogwarts....
