It isn't speculation.  It is confirmed by JKR.  If you look at the 
Blue Peter transcript in the Files section, you will see that she 
unequivocally says that  "Arabella Figg is Mrs Figg" but that we'd 
have to wait until Book 5 to see where she fits in.
