Yup, it's definitely over his right eyebrow and yup, it bothers me, 
but neither one of us has a canon leg to stand on, IIRC.  I don't 
think the books ever say where on his forehead it is; they only say 
it's thin and "clearly visible through his hair" (PA 1), though 
it's clear elsewhere (e.g. in PS/SS) that people often miss it until 
he pushes his hair back.  It's one of those things, like Harry's 
glasses being black, that has been portrayed so consistently by 
illustrators that it seems like canon, even though it's not.
