That's what I pictured too.  But they do have to move at some 
particular moment, a moment at which, if you're very unlucky (e.g., 
your name is Neville), you might be standing on them.

I've been waiting since book 1 for the moving staircases to be a plot 
point.  Just a small thing, like Harry really needs to get somewhere 
in a hurry and the *&#%$ staircase isn't where he expects it to be.
