I don't think of Fleur as necessarily BRILLIANT, but at the same 
time, I certainly don't think of her as stupid. When I think of her, 
for some reason, the adjectives that jump to mind are somewhat 
fox-like: "cunning", "sly", and so on. I think she's very used to 
manipulating people to get her way. She may not have been the 
valedictorian, but I'd bet she would have been voted both "Most 
Popular" and "Most Likely to Succeed".
