  If everyone who was ever irresponsible in their youth was disqualified from being a good parent...then there would be almost no good parents.  Many young men (and women)are irresponsible, mischievous, and rash in their school-days.  That doesn't mean they can't mature into good parent material.  However, I don't think Sirius would make a good parent to Harry, not because of his rule-breaking past, but because he's had very little experience in the adult world (most of his adulthood has been spent in Azkaban), and parenting an adolescent is difficult enough even for those who have raised them from infants.  To suddenly take on the job of parenting a thirteen year old would be difficult for any single man...or woman.
