Well, JKR almost certainly named her after a similarly nasty
character in Jane Austen's MANSFIELD PARK (she's said Austen is
one of her favorite authors).  That doesn't, of course, answer
the question of why =Filch= named her that.  Maybe he reads
Austen too, and particularly identified with that character.  :)
