I believe their parents have the choice of homeschooling or send 
their children to small local primary school day schools run by 
witches or sending their children to Muggle schools, but the parents 
have to pay for this schooling. I personally believe that Draco 
Malfoy was educated at home by tutors, but his parents invited their 
friends' same-age children (at least Crabbe and Goyle, maybe 
Pansy as well, maybe some others we haven't gotten full names on) to 
share his lessons.
