Rowling a U.S. citizen?

The certificate Stouffer has on her website is the application for a
copywrite for the US edition of Harry Potter and the SS. What is odd
about it is that she leaves off the signature of whomever filled out
the certificate, and I can't help but wonder why. I don't think that
this is the sort of thing that Rowling herself would have filled out--
I think that publishers do that part generally. It is pretty clearly a
clerical error. Rowling isn't a US citizen.
