It's in PoA, p. 155, UK edition: Scene, the Three Broomsticks
Rosmerta, McGonagall, Flitwick, Fudge, & Hagrid are sitting around 
talking about Sirius.  Fudge says, 'I was Junior Minister in the 
Department of Magical Catastrophes at the time, and I was one of the 
first on the scene after Black murdered all those people.' 

I don't know how much influence a junior minister would have, but I 
think Fudge may have had something to do with hauling Sirius in.  
Remember, the evidence, at face value, was conclusive.

I agree, Marianne, I don't like Fudge either, or even trust him, for 
that matter...
