We don't know how many Death Eaters there were during Voldemort's 
initial rise to power and we don't know the sex of all of those who 
appeared in the circle in GoF. Voldemort spoke to some of them and 
others he did not. We really don't know how the Death Eaters are 
organized. Are the Death Eaters only those branded with the Dark Mark? 
Or are the branded Death Eaters the upper echelon of the Dark Side and 
lower level Death Eaters are unbranded?
