He didn't want Sirius to be the Secret-Keeper, but we can't say that 
he didn't suspect Peter.  All we know is that Sirius didn't (and that 
James and Lily, if they had any doubts about Peter, set them aside on 
Sirius's judgment).  Dumbledore never knew about the switch; perhaps 
if they'd run it by him, he'd have nixed it because of suspicions he 
held of Peter.
