According to descriptions of Pansy, she has a face like a pug (dog). 
Millicent Bulstrode was described in an equally "flattering" way. I 
think Draco and Pansy are among "alpha male and female" of the 
Slytherin crowd, sort of like the stereotypical "the high school 
quaterback and the head cheerleader" phenomenon.

Here's a thought: what if Syltherin parents encourage their children 
to date other Slytherins or pure-bloods, in order to keep their family 
lineages pure? That might explain why Draco would escort Pansy to the 
Yule Ball: he had a very limited choice.
