As the oldest of two, I'm the exact same way. <g> Except, of course, 
for those people I've known for a long time and feel comfortable 
with. (My roommate was rather surprised at how I acted with my best 
friend of 16 years this past weekend - she never saw me like that 
before.) But that doesn't mean that Ginny is the same way. She could 
just be shy around Harry because of her crush, and not so much around 
others.
