Could be--it's certainly the kind of thing JKR does--but at the time, 
Harry thinks of Peter as an innocent victim, a friend of his parents' 
(I think--maybe he doesn't know that piece yet), and a not-very-good 
student.  The connection between that person and Neville is a natural 
one to make, and sets us up for the big surprise of what Peter was 
really like.

And he knows only too well what Death Eaters will do.  If he went bad, 
I'd want to see a very good explanation of how someone whose family 
was destroyed by Voldemort ended up joining him.
