According to the first page of QTA, "Levitation is commonplace, but 
our ancestors were not content with hovering five feet from the 
ground."  I'm guessing Harry just Levitated himself out of the way 
with a little bit of forward momentum to get him onto the roof.  The 
roof would be a little taller than five feet, but since Harry was 
stressing, and the Levitation wasn't for an extended period of time, 
it should have been manageable.  And it wouldn't have been the actual 
flying that wizards had to charm broomsticks to achieve.
