I don't believe she could have gone back and forth from Hogwarts to 
Privet drive that often for 11 years. We can overlook the fact that 
no-one noticed scabbers on the marauder's map as Pettigrew. We cannot 
ignore that Mrs. Norris does shows up as Mrs. Norris. So she cannot 
be an animagi.

Good point. If she is listed Hermione would glance past her name.
