My response first:
We know Percy has broken rules [as alot of teenagers do] for physical
attention [love?]. While Harry and Ron were transformed into Crabbe
and Goyle they ran into a Ravenclaw down in the dungeon area. Shortly
after they ran into Percy. Although neither should have been down
there I dismissed the connection between the two. Harry recognized
her in the hospital as "the girl we ran into". Even Prefects break
rules for attention [love?].
I think Percy will stand by his family when it really counts. Even if
he does make mistakes.
