IMO school is closed over summer, or it would have been mentioned,  
that you could stay.

But if QTA does indicate summerschool, there are reasons for Harry or 
Riddle having to go home:

1) When Riddle wanted to stay there had been killings of mudbloods 
(and Riddle was one). It was discussed if Hogwarts was to be clodes 
completly, so the wouldn't allow summer lessons
( Riddle's Headmaster talked about an exception when Riddle asked to 
stay. This means Students usually never stay at Hogwarts during summer 
IMHO)

2) Harry is only safe in Hogwarts when Dumbledore s there, and we 
don't know where he spends his holidays :)
