I know that in SS/PS Harry has borrowed it from the library, and Snape
picked it up from them, and took it (while they were in the courtyard with
the blue-fire in the jar).  It wasn't his then.

He did receive a Quidditch book later, and IIRC, it was QtA, but I could be
wrong (birthday present, or was that the broomstick kit?  Argh....Need to
re-read them again!)
