Here's how I picture him in the infant body: Almost premature, like you 
describe, with over long arms, but under-long legs.. it should appear clear 
that he cannot walk on his own. As for his skin, it should look like a baby 
who has been burn to a crisp.. gruesome, I know, but I think that's what JKR 
was going for.. Dark black, almost like the egg or a Norwegian Ridgeback, 
only looking like it's about to peel off, deep bloody red that's almost black 
underneath the skin. He should look very much INJURED. His face should be 
flat, like I mentioned for the adult Voldemort, only with larger, bulbous 
eyes. The eyes should be about the same size in both versions, on in this 
form I think they could have black snake-like pupils. A cool touch would be a 
transparent second eyelid, like a snake, but there's no support for that from 
the book, it's just my own idea.

As for the voice, it should sound high and snake-like again, only more 
wheezing, and quieter.. Like a dying old man, only quiet enough that it can 
come convincingly from an infant body, and with enough of a sharp hiss that 
you can tell it's far from total helplessness.

There's my take on it :)
