The Crouches are also an old, wealthy family - Mr Crouch remembers that his 
grandfather had "an Axminster that could seat twelve - but that was before 
carpets were banned of course" (GOF 84 Brit), so Barty probably inherited 
his as well.  It's important to the plot that invisibility cloaks are *not* 
easy to come by - otherwise too many problems would be too easily solved, 
and she'd constantly have to be explaining why a character couldn't just 
become invisible.  JKR reinforces this point in FB, where we find that they 
are made from the hair of the Far Eastern Demiguise which "can be seen only 
by wizards skilled in its capture" due to its powers of invisibility.  As 
someone has pointed out on this list, Harry's possessions are few, but 
immensely significant and (almost) unique - the Cloak, the Firebolt, the 
Map.
