 It was discussed on the UHPFC's now dead message board that it 
seemed to be fairly likely that Neville had had a strong memory charm 
on him causing his forgetfulness (in a similar way to Bertha Jorkins 
after Crouch Snr had messed with her mind). To me this seems quite 
likely and also make me think that what Neville sees are fleeting 
memories of his parents being tortured when faced by the dementors, 
even worse it's possible that Neville himself may have been tortured 
making a strong memory charm more necessary.

 Posing the question: Can dementors break through memory charms?

 However of course this is all speculation although the extenuating 
circumstance do seem to be fairly supportive of the memory charm idea.
