he didn't have the Dark Mark?  Wouldn't a Death Eater
always have this?

Perhaps the aurors wouldn't know where to look for it, and perhaps it's not
permanent, like Harry's scar. You notice Snape says it's not as clear as an
hour ago, when it burned black. This implies you can only see it if Voldy is
nearby. Also, you notice that only certain DE's apparated at Voldy's call.
This implies that only the top DE's may have had it.
