I like the theory that the names inscribed by the Hogwart's Quill are
not widely known, outside of the deputy head of Hogwarts. At least
it would explain why Tom Riddle was overlooked until he was 11,
especially
if his mother's relatives kept to themselves, had few friends (which
we don't know, of course; speculation on my part). I do think his
parents were married, or else he would have used his mother's last
name. He hated using his father's name, and wouldn't have had to if
it wasn't legally Riddle.
If this is true, the DH just has a list, and doesn't know the
circumstances of each child's life, unless the child is a relative,
or the child of friends or acquaintances.
