                 Speculation ahead:
Pureblood families who hate muggle born and half-blood wizards have 
been around at least from the time of Salazar Slytherin, who seems to 
have been one himself, and probably a lot longer.  I think that Tom 
Riddle joined a group of them
and gradually took over, organizing them into the Death 
Eaters. He was talented, they accepted him at first thinking to use 
him ("Isn't it amusing, seeing the mudblood rave about mudbloods!" 
sort of thing).  As his powers grew they were too afraid to challenge 
his leadership.
Not that they don't still despise his muggle blood, but 
who'd be crazy enough to tell him?  In 13 years they didn't make too 
much of an effort to find him, as he said himself in GOF.
