I don't understand the wand-snapping business at all.  The wand 
chooses the wizard.  Fair enough.  You'll never get such good results 
with another wizard's wand.  Got it.  When Harry finally finds his 
own wand, his fingers get warm, suggesting a connection.  OK.

So what good does it do to snap a wizard's wand in half if he can buy 
another at Ollivanders?  Maybe the official "snapping" of the wand 
permanently disrupts the energy bond, the connection with the wizard 
that Harry feels when his fingers get warm.  So every other wand at 
Ollivanders knows that a wizard with a snapped wand doesn't have the 
proper "energy" field to be allowed to select another.  (Kind of the 
way a muggle probably can't go in and choose a wand, either, as the 
wands would recognize the muggle as lacking the proper magical 
energy).  That means Hagrid probably can't go in and "choose" another 
wand.

What about Sirius?  Well, if they snap your wand in half for being 
expelled, then they must pulverize it in a food processor for 
receiving a life sentence in Azkaban.  No problem, though.  Sirius 
has already shown he can do pretty complex magic with someone else's 
wand, as he conjures manacles in the Shrieking Shack with Snape's 
wand.  So he could someday have someone buy him a wand and still use 
it, as imperfect as the fit might be.  Sirius can pull this off 
whereas Hagrid cannot because Sirius is very talented, powerful and 
fully-qualified (not to mention dead sexy), and Hagrid is none of 
these things.

I don't think Sirius has a wand while on the run, though.  There's 
not much canon to support this idea, but I think his using a wand 
frequently would give off energy that might allow MoM to track him 
down.  So he probably won't get his own wand until his name is 
cleared.  Also, the fact that Sirius is leading a tough life in a 
cave in GoF suggests he doesn't have a wand.  Otherwise, he could 
solve his food problem with spells like "Accio Meatloaf."

What about Ron's "snapped" wand in CoS?  Why doesn't that disrupt 
Ron's wand energy such that he can't select another wand?  Well, it 
wasn't Ron's wand to begin with (it was Charlie's), and it wasn't 
officially "snapped" in the same way as Hagrid's, I guess.

Cindy (who has always wondered why Ron doesn't ask Harry or Hermione 
to borrow their wands in class when Ron's wand is malfunctioning)
