Two problems in the very first chapter

I was re-reading SS Chapter one tonight.  I have two questions 
besides the usual missing 24 hours and the problems with the 
motorbike's size and legality.

(1) Dumbledore says he passed several parties and celebrations on the 
way to Privet Drive.  If he apparated there, does that mean the 
effect is not instantaneous?  Or does this mean he came in stages?  

(2) McGonagall complained about wizard folk appearing in broad 
daylight not wearing muggle clothing.  How would she know that?  She 
had been sitting on that wall all day.  True, she had heard a muggle 
newscast, but Great Britian is hardly that stodgey that a group of 
people wearing strange clothing makes the evening news.  If she saw a 
bunch of magic-folk in Privet Drive, what does that say about the 
ratio of wizards to muggles?  I could understand if Privet Drive was 
near a major shopping area, but I always understood it to be a quiet 
backwater.
