I don't believe it actually stated that Dumbledore apparated. It just says as 
if he appeared from thin air. That's not to say that he *did*...

McGonagall was listening to the Dursleys all day. That day Vernon ran into 
people in 
cloaks and they said funny stuff. Later he commeneted to Petunia about it. 
McGonagall overheard that.
