The way I see it, the form one takes as a animagi is dependent on 
personality. Perrigrew is ratlike, but I don't think he would have 
specifically chosen rat. Through this concept, I have used faulty 
reasoning to discern that if the animagical powers were carried over, 
the "Rat" form would not have carried over. Voldemort would have his 
own form, which I think should be obvious to be a snake.
