He sneaked in to some wizard's house while they were out, supposedly. 
Privately I suspect it was Lupin's - or possibly Sirius' mother's (must have 
had /someone/ helping him - someone who believed Sirius from the beginning). 
How else'd he get the Firebolt in PoA, when even Remus didn't know the truth 
yet? Or Pigwidgeon he gave Ron?

It's only one person a time when using fire-place. You might get emergengy 
call. And they need powder to make a call (powder that costs) - while one's 
own Owl carries the letters for free (they even hunt their own food) - never 
mind owl treats or water. It costs considerably less to send owls, and you 
never know when you have sore throat making you unable to speak. And, Owls 
are pets. Wizards like petting them, too... (Just watch Harry&Hedwig. Owl is 
more than a mail-carrier)
