Yes... Sirius doesn't have one. (I think that his wand and Pettigrew's were 
identical. When captured, Sirius was holding Pettigrew's wand, his own safe 
in the saddle-bag of the motor-cycle... just that he can't get it back now)

That's right - it was Charlie's - and, Ron could still use it with 
Spellotape - and it got destroyed when Lockhart tried a memoryspell.

I don't think snapping a Wand - officially or otherwise - would cause any 
detect to the wizard's magical energy. Merely that there'd be no wand to 
match anymore (although it's obvious that they do get new ones from time to 
time) - or Ollivander would refuse to sell.
