What is Ginny's name?

Since I started this whole thing...

I checked out various name etymology sites and Ginny is uniformly describe as the nickname for Virgina, which is a more common 
name in the UK than it is in the US (as gleaned from cencus data). ( And besides, when did uncommon names ever pose a problem 
for JKR?). Also Ginny was not listed as a nickname for Georgina, Jean etc. Ginny's brother Percy (short for Percival) has an 
uncommon name, so it can't be that the Weasly's shy away from them. Besides they might want to give their only girl a special name.

The whole reason I brought this is up is I was wondering if the name meant anything. People have argued that Percy's name does 
(fits his personality at least).
