It wasn't a question of not having an actor to voice the CGI, but
rather the quality of the special effect.  Columbus wasn't happy
with the Peeves special effect for this film, so he chose to cut it.
But, as is noted in the Time Magazine piece, Peeves will appear in
the second film.

Perhaps, but I think we should wait to see whether this element is
embodied now in the sorting process.  Imho, the song of the Sorting
Hat was primarily a means to set up our perceptions of the houses.

_Time_ also notes that Piers has been dropped and that we don't see
Ron as Quidditch captain in the Mirror of Erised.
