"Blew apart the street"

Black cornered Pettigrew.  Pettigrew "blew apart the street with the
wand behind his back, killed everyone within twenty feet of himeself..."

Why wasn't Black "blown apart" as well?  If he "cornered" Pettigrew,
he's obviously in close proximity, most definitely within twenty feet!

Just another brain wrinkle.
