  Fudge says in PoA that  no one  but the Hit Wizards could deal 
with Black once he was cornered and that it was  twenty 
members of the Magical Law Enforcement Squad who took 
Sirius away. I take it to mean they were indeed licensed to kill, 
and that Sirius (once he'd recovered his senses) did not resist or 
try to Disapparate because he knew they would  kill him if  he 
did. 
   They might have tortured him for information and taken 
his declarations of innocence and  inability to tell them anything 
useful as an indication that he was resisting the Imperius curse 
or veritaserum or whatever they used.
